The time (tST) required for the output frequency of an oscillator to enter
and stay within a specified error band (+fST) centered around a reference
frequency (fr) after application of a step input voltage (for a VCO) or current
(for a YTO). A reference time (tr) shall be specified for determining the
reference frequency (fr). The period of measurement ends at the reference
time (tr).
